As established by County Ordinance 92-375, the St Clair County ETSB is responsible for assigning all new addresses in St Clair County. This includes individual addresses, addressing for new subdivisions, and verification of existing addresses.

An address is intended to be a description of a specific location. The St Clair County ETSB aims to assign addresses that are logical and consistent, thus providing clearly recognizable descriptions of location so that emergency and other services can locate places and respond in a timely manner. When assigning addresses, the St Clair County ETSB makes every attempt to adhere to the United States Postal Service Addressing Standardsas well as the guidelines set forth by the National Emergency Number Association (NENA).

So when is an address needed? In St Clair County an individual, unique address is needed for every home or building and for each separate structure with wireline telephone service. The following are some examples:

• Every individual home or building on a given street should have a unique street address that fits consistently with neighboring addresses.
  
  
• If a home or building has an external structure on the same piece of property such as an unattached garage, a storage shed, or a tool shop, the secondary structure should have its own individual address IF there is a separate phone line running from the structure, someone is living in the structure, or the secondary structure is the site of a business.
• A telephone equipment box, cell tower, traffic signal, or billboard with telephone calling capabilities would require an individual, unique address for that structure.

The Addressing Process for New Subdivisions

• Pick up a copy of the St Clair County Subdivision Address Request Form. Application forms are available at the St Clair County ETSB at 101 S 1st St in Belleville, or click here to download the application in PDF format. • Fill out the application form completely. It is important that you include the eleven-digit parcel identification number(s) for the property being subdivided.
  
  
• Return your completed application to the St Clair County ETSB along with two copies of the subdivision plat and an overview map of the entire subdivision that shows the proposed location of any future additions. If new roads are being built within the subdivision, also include a list of desired roadway names. Note that the roadway names will only be approved if they are not currently in use elsewhere in the county.
  
  
• The Addressing Dept will review the plat, check the roadway names, and assign the addresses. This is normally completed within fifteen working days, at which time one copy of the plat can be picked up at the ETSB office, or it will be mailed back to you. The second copy of the plat will be retained by the St Clair County ETSB.
  
  
• After you receive the returned preliminary plat with addresses, you will need to produce eighteen copies of the subdivision plat as well as the Mylar copy and return to the ETSB office. At that time, the Mylar will be checked and signed off, and the eighteen copies of the plat will be distributed to the necessary parties.
